OCCUPATIONAL SUMMARY - Directs business activities of the University including accounting operations, student loans, receipts and disbursements, financial reporting, budget planning and preparation and administration of the approved operating budget.

OVERALL RESPONSIBILITIES - Assists the President and the Vice President for Finance and Administration in preparing the annual operating budget of the University and any subsequent updates or adjustments; implements appropriate budget control procedures to insure that departments do not exceed their approved annual budget authorizations by major code; compiles and prepares financial reports for various agencies of the state government, Board of Trustees, President and other agencies as required on a monthly, quarterly, semi-annual and annual basis; supervises the cashier function which receives and deposits all monies given to the University, collects fees for returned checks and provides change funds to auxiliary enterprises and student-related functions; supervises the accounts payable function which processes the payment of University obligations and travel expenses incurred by University personnel; supervises the accounting function that records financial transactions, receipts and disbursements of the University; supervises the student loan function for the Perkins Loan Fund and University funds; supervises the student accounts activity which includes the detailed student ledger accounts, student billings and returned checks activity; supervises the billing of departments for utilities and communication services; invests University funds; coordinates the University-wide effort of evaluating, improving on, and reporting on internal controls; establishes internal audit and control procedures for the Accounting office; establishes internal control procedures for all campus offices and other activities that receive cash; supervises the maintenance of grant files and the preparation of grant invoices/reports for the University; performs other duties as assigned by the Vice President for Finance and Administration.

MINIMUM REQUIREMENTS - Bachelor's degree in accounting and 5-8 years progressively responsible experience in higher education accounting required; CPA and Master's Degree in business or accountancy preferred; proven skill with Enterprise Resource Planning systems (preference will be given to those with knowledge of SCT Banner), strong management, interpersonal skills and excellent communication skills coupled with knowledge of GASB and proficiency in Excel and Word or equivalent.
